Deployment of the MOTOTRBO System and Proprietary ConSEL Application at the Opole Center for Emergency Medicine

The Opole Center for Emergency Medicine coordinates the operations of dozens of emergency medical teams and ambulances across the entire Opole Voivodeship. The previously used analog systems lacked efficiency, frequently suffering from "dead zones" (lack of coverage in challenging terrain) and offering no capabilities for centralized fleet management.

The key challenge presented to Aksel’s engineering team was to create a unified, fully digital, and interference-resistant communication network that would seamlessly connect the medical dispatch center with field rescue personnel.

In response to the unique needs of OCRM, Aksel designed a communication system architecture based on two technological pillars:

1. MOTOTRBO Hardware Infrastructure (DMR): An advanced network of digital radio repeaters was deployed, and ambulances, as well as medical personnel, were equipped with professional Motorola Solutions mobile and portable two-way radios. The digital DMR standard guaranteed crystal-clear voice quality, automatic background noise filtering (e.g., emergency sirens), and a significantly broader operational range.

2. Proprietary ConSEL Dispatch Application: Aksel’s proprietary software, ConSEL, became the core of the management system. This cutting-edge application integrated the radio infrastructure with the dispatch console, providing medical coordinators with a powerful monitoring tool. ConSEL enables real-time GPS tracking of all ambulances on digital maps, precisely targeted calls (individual, group, and emergency), and digital voice logging of all radio correspondence.

• Reduced Response Times (Time-to-Rescue): Thanks to high-precision GPS tracking within the ConSEL application, dispatchers can view the exact location of every team in real time, allowing them to instantly dispatch the nearest available crew to an incident.

• Reliability Under All Conditions: The network architecture eliminates the risk of dropped communications. The system remains completely stable even during public cellular network failures (which is crucial during mass casualty incidents or natural disasters).

• Complete Data Confidentiality: Digital encryption within the DMR standard prevents unauthorized individuals from eavesdropping on medical transmissions, ensuring full protection of sensitive patient and personnel data.

• Enhanced First Responder Safety: The system supports advanced emergency functions (such as panic buttons on two-way radios). In the event of a life-threatening situation for a paramedic, the entire dispatch center is instantly alerted, providing the exact geographical position of the incident.
